The 4th ACM Workshop on LEO Networking and Communication 2026

Call for Papers

LEO-NET 2026 invites submissions from researchers and practitioners in academia and industry who are exploring the latest developments and open challenges in LEO satellite networks and communications.

Low Earth Orbit (LEO) satellite communication and networking has rapidly matured from early deployments to a global-scale industry, with multiple commercial mega-constellations now serving millions of users worldwide. Yet many aspects of their network design and operation remain opaque or poorly understood at scale, and the growing complexity of these constellations — spanning direct-to-device connectivity, inter-satellite links, multi-orbit coordination, and terrestrial integration — continues to pose critical open challenges.

We believe that the unique challenges posed by the inherently dynamic LEO satellite architectures necessitate novel solutions in network architecture, protocol design, resource management, standardization, and sustainability, along with several other verticals.

We also welcome work-in-progress and position papers that present new directions, highly original ideas, or have the potential to provoke insightful discussions during the workshop. Whether you're an expert or a newcomer to the field, we encourage you to join us and contribute to this exciting area of research.

The scope of this workshop includes (but is not limited to) the following topics:

  • Routing for LEO constellations
  • Transport and congestion control for LEO networks
  • Resource management for LEO networks
  • Content delivery and streaming over LEO networks
  • Mobility and handover management in LEO networks
  • Inter-satellite links and optical/laser communication
  • Integration of LEO with MEO/GEO constellations and terrestrial networks (5G, 6G)
  • Direct-to-device (D2D) satellite communication
  • Standardization and protocol compliance for non-terrestrial networks
  • Computing, edge intelligence, and IoT in space
  • ML/AI for LEO networks including onboard inference
  • Security, privacy, and cyber resilience for LEO networks
  • Sustainability, space policy, and regulatory aspects of LEO constellations
  • Emerging applications for LEO networks
  • Performance measurements, simulation, and emulation tools for LEO networks

Submission Guidelines

Submissions must be original, unpublished work, and not currently under consideration elsewhere. Regular research papers of up to 6 pages, excluding references and appendices, in two-column 10pt ACM format.

Papers must exclude author names and affiliations for double-blind peer reviewing by the TPC. Authors of accepted submissions are expected to present their work at the workshop. Prospective authors are encouraged to use the same PDF formatting guidelines as the main conference.

Accepted papers will be published in the SIGCOMM Workshop Proceedings, and available at the ACM Digital Library.
